Job description:

Your role is to optimise all aspects of Bitumen and Sulphur road transport. The triangle of safety, service and cost between Logistics (3PL) / Supply Points / Customer Demand within the boundaries set by HSSE, road transport contracts, supply plans and sales demand forecast.
You are accountable for the quality and efficiency of logistics operations and their continuous improvement.
Within Shell you work closely with schedulers, sales and contract managers across the European continent

Your Accountability is
In relation to road transport :
Compliance with the relevant HSSE standards, Shell Policies and local legal obligations.
Company Image/ Reputation / Customer Satisfaction
All deviations from preferred 3PL lane assignment and / or preferred load point assignment
Lost sales orders or stock outs due to planned 3PL capacity shortage vs planned sales demand

Process KPI's
100% Completion of safe to discharge / load assessment before first delivery / Load
Zero open orders at the close of day
100% Confirmation of delivery & loaded quantity in SAP by Day + 1 of loading
100% Completeness and accuracy of 3PL tariffs in all relevant systems and processes


Your scope is

All aspects bitumen and Sulphur road transport to and from refineries, depots and blending plants (polymer modified bitumen) / colourable binder (Mex C). also in an emergency response mode e.g. during unplanned disruption or incident.

Monitoring, analysis and intervention on 3PL costs versus budget and performance vs KPI's, and execution of the remediation and improvement plans.

Process and system super user for fulfillment and billing critical processes and applications

Negotiating spot transport rates for adhoc construction sites for France and Benelux.

Stand in scheduler during peaks of activity and absences.

Stand in for other Cluster Optimisers


Your HSSE & Quality Responsibilities are

First point of contact for 3PL's, for HSSE Incidents and service complaints and 3PL related claims, and conduct recovery and consequence management as required.

Initial escalation of incident reporting according the Specialities HSSE management system.

Communicating internally and externally to 3PL's to ensure "HSSE compliance" (including safety data sheets, Incident reports, Best-Practise sharing )

Supporting DS Road Safety Lead, Rhine and participation in HSSE audits for Transport Companies.

Supporting contract managers in approval and introduction of new 3PL's according to Shell contract and HSSE standards.


Your operational responsibilities are to ensure that :

Customer, commercial and contractual requirements are delivered in full compliance with the relevant HSSE, Shell policy and local legal obligations.

Mid term ( monthly / quarterly ) Transport capacities are used effectively and cost-optimized by means of pro-active communication with the 3PL's as well as the scheduling teams for logistics and products, contract managers and sales teams.

Short term (hourly /daily /weekly ) Transport availability and costs are optimized in relation to available supply, Especially in the event of supply bottlenecks or un-planned high demand. You are the first escalation point for schedulers and 3PL's on day to day logistics operations.

Customer and Plant transport priorities are determined and promptly communicated during loading or supply disruptions.

Emergency organization of sulfur evacuation from the Refineries (DACH + BeNeFrux) with 3PL's in the event of planned/sudden disposal failures (avoidance of refinery downtimes).

You do all of the above in close cooperation with cluster logistics schedulers, product schedulers and logistics optimiser for other SPECIALITIES business clusters.

3PL's fulfill their obligations via contract management, reporting and evaluation of agreed KPIs.

"Contract Management Review's" in conjunction with the contract holder are well planned and prepared with all 3Pl's. Including evaluation of KPIs; HSSE performance ; Billing Reconciliation and Sharing "Best Practice".

Transparent accurate cost reporting is available for all logistics related costs for invoicing, margin share evaluation and continuous performance improvement goal setting. For business analysis as well as billing and, if necessary, control of the waiting times in refineries, PmB plants and customers (cooperation with Sales)

Transport tariffs are recorded in SAP & systems and monitored for accuracy and completeness

Goals and opportunities for Continuous improvement in Logistics processes are set and delivered : e.g. integration of systems and processes TMS 6 (new Godorf/Focal Point loading system) and GXP.

Requirements:

  • English – C1

  • French - min. B2

  • Completed commercial training and/or business/technical studies

  • In-depth experience of ADR logistics, i.e. knowledge of refining and logistics and warehousing processes(i.e. very good understanding of the supply plan, various means of transport: tank wagons, inland waterway vessels, tankers)

  • Very good communication skills

  • Demonstrably good knowledge of MS Excel, SAP, business processes and systems (TMS 6)

  • Methodical, coordination and organization skills

  • Strong appreciation of customers and their needs

  • Stakeholder management

'This role experiences periods of intense activity ( month, quarter and year end ) which are tightly time bound and critical to business operations.
Available by telephone to respond to inquiries from refineries, 3PL's, sales, ops and supply points outside normal business hours including weekends. Member of the 7 days/week 24h emergency chain (rolling procedure).

Job holder must have the ability to work even in hectic times, especially in the event of extremely tense supply situation, to make independent decisions and, if necessary, to stand in as Team lead.
Very high requirement for self-initiative and personal availability at peak times and in case of supply difficulties /product bottlenecks.
