Job description:

You will act as a holder of expertise related to fixed facilities fuelling equipment for Shell Aviation (fuel farms and storage tanks, loading bays, hydrant systems) supporting asset owners in the three regions as well provide SME support for relevant Joint Ventures when applicable

You will be trusted to develop, maintain and improve the technical specification, as well delivery and compliance frameworks for design and maintenance of fixed facilities, translate engineering end to end processes into a fit purpose solution and support local markets with implementation to deliver engineering cost competitive, compliant, low carbon and frontline excellence safety in the various markets

Accountabilities

  • To act as Technical Assurance and Assurance manager to ensure annual compliance with Group’s control framework, local legislation and relevant Group’s engineering frameworks, this includes the interface process to drive seamless transition from construction/maintenance to operations driving optimal Total Cost of Ownership (TCO) whilst assuring safety and (legal) compliance

  • Embed asset ownership simplification through design, implementation and fine-tuning of Asset Management System AMS (The AMS provides the framework for the management of fuel storage and handling assets, through standardized, global work processes, to achieve safe and cost effective operations) as well driving digital solution to get view on fixed assets in Shell Aviation (SAV) as well its performance, compliance status and cost spend

  • Review engineering CAPEX and OPEX programs for feasibility and affordability, support to optimize scope and spend for fixed assets

  • Determine and optimize appropriate engineering delivery models and contract frameworks across maintenance and construction, provide SME support to regional engineering teams to manage high risk HSSE contracts to ALARP (As Low as Reasonably Practicable)

  • Develop assurance framework and execute and track its implementation on the overall assurance and audit process;

  • Responsible in developing robust validation process of value improvements and cost savings delivered through maintenance and project spend, create and deploy benchmarking practice and provide digital cost transparency tools and champion value engineering and cost optimization in the markets

  • Being the Subject Matter Expert within Shell Aviation on fixed facilities, and supporting the business with Subject Matter Expert (SME) guidance and assurance on engineering standards related to fixed facilities both touching SAV’s regional engineering teams as well provide SME support to various SAV’s Joint Ventures if needed Business Development projects as well

  • Works integrated with HSSE, Compliance and regional engineering teams to drive Goal Zero at frontline by assuring effective compliance, fit-for-purpose and safe working environments and culture of continuous learning and improving across standards, maintenance/project execution and competences of regional engineers

  • Drives optimal total cost of ownership through development and maintenance of up-to-date asset register, review of delivery models and contractor set-ups, procurement approaches engineering standards and development of multi-year maintenance/project spend plans

  • Embedding, sustaining and improving ODM (Opportunity Delivery Manual is a project management framework that is intended to guide users on how to implement engineering projects so that they conform to Group standards.), contract structure frameworks, Engineering competency framework and Detailed Design Library into regional engineering executives. Custodian to translate frameworks into applicability and relevance for Aviation.

  • The role might be asked to step into 3rd party commercial support projects for JVs

  • This is a unique opportunity to design of how we do things and influence Aviation industry

Requirements:

  • Qualified and experienced senior Engineer leader with extensive experience in program and contract management of designing, constructing and commissioning of preferably fuel facilities with deep understanding of asset ownership, assurance frameworks and competitive contractor models

  • You have strong commercial, communication and should be capable of leading a “dotted line” team in a manner that achieves tangible results and highly engaged engineering community

  • High effectiveness in virtual setting dealing with high degree of market variances. In this context, strong commitment on assurance, engineering excellence and enabling others to deliver will be critical

  • Strong Change management and communication skills

  • Commercial mindset

  • Ability to drive cost effectiveness and cost optimization

  • English min. C1

  • Strong program management approach to implement and improve various frameworks consistently across the regions with high can-do mentality able to embrace change,

  • Ability to grasp various complex frameworks and translate these into pragmatic solutions for the engineering teams whilst being aligned with Shell best practices for asset- and contract management
